Our mission at Section 95 is to help you better understand Canada’s immigration system.
Immigration is as an area of shared federal and provincial responsibility under Section 95 of Canada’s Constitution Act, 1867.
Immigration is so important to the two levels of government that Canada now offers over 200 permanent and temporary resident pathways. While this provides foreign nationals with myriad options to enter Canada, it also results in the world’s most complex immigration system. Our goal is to simplify it for you.

Kareem El-Assal
Kareem El-Assal has worked in the Canadian immigration space for over a decade. He has authored over 500 publications which have been cited by the likes of Immigration, Refugees and Citizenship Canada, Canada’s immigration minister, Statistics Canada, Parliament and Senate, and the OECD.
He has been invited to present to Parliament and Senate committees as well as foreign government delegations from France, Finland, Germany, Denmark, and Sweden. In addition, he has been interviewed by media outlets around the world such as Reuters, Economist, Bloomberg, New York Times, Washington Post, Globe and Mail, CBC, Global News, and the Toronto Star. He holds degrees from the University of Toronto and Durham University.
Kareem is a newcomer mentor through the Toronto Region Immigrant Employment Council (TRIEC). He is a recipient of the Government of Canada’s King Charles III Coronation Medal for service to Canada.
